Nate Silver makes a great point about VPs- Although most newly-inaugerated presidents get a honeymoon period (preceded by several months of transition), anytime a VP takes over presidential duties is by definition a crisis, because the president has just died, resigned or become incapacitated. There's no time for the VP to get up to speed- he or she has to be ready to govern a country in crisis at literally a moment's notice.
